The All-Russian Local Council was the first since the end of the 17th century. It was attended not only by all the bishops of the Russian Church, but also by the governors of the largest monasteries, representatives of the Academy of Sciences, universities, the State Council and the State Duma. A distinctive feature of the Council was that, in addition to the hierarchy and the clergy, it included a significant number of delegates from the laity.
